From about 7.45am, the level crossings at Ogilvie and Kenilworth streets were closed, with residents stating a train had blocked the line.
ARTC general manager corporate affairs Bas Boylan admits the incident has caused “quite a disruption”.
“We’ve organised ongoing management at the site, but it’s taken longer than expected,” he said.
“Our primary focus was the Golden Highway – and making sure the traffic flowed as smoothly as possible.
“The ARTC apologies to motorists and appreciates their patience.
“The problem should be resolved soon.”
