With the current level in Glenbawn Dam at 51.4 per cent capacity, and below average winter rainfall forecast across much of eastern Australia, council is adopting the action at Muswellbrook and Denman from July 1.

The move has been carried out in order to demonstrate positive leadership and commitment to ensuring water security for the community.

The mandatory Level 1 water restrictions follow a voluntary eight-month trial.

"They [restrictions] are anticipated to remain in force until the water level in Glenbawn Dam rises to a level against which council is confident that mandatory water restrictions may be revoked," a council spokesperson said.

"The decision to establish them comes on the back of collaboration and consultation enabled through the Upper Hunter Water Alliance group, comprising Muswellbrook Shire, Upper Hunter Shire and Singleton councils."

So that residents and businesses may be given time to implement the mandatory Level 1 water restrictions, a moratorium on enforcement of the water restrictions will be in place until September 1, 2019.

"Additionally, in order to provide enhanced water security for Muswellbrook, refurbishment of council's largest town water reservoir is currently being carried out," the spokesperson said.

"That involves the replacement of the roof and supporting structures, as well as relining of the internal walls of the reservoir.

"Upgrading of the filtration system at the Denman water treatment plant has also recently been carried out.

"Council continues to provide ongoing drought relief to the rural community through the provision of water to drought-affected farmers through charitable drought relief initiatives."

LAWNS AND GARDENS - Watering, including with sprinklers and irrigation systems, is only permitted before 10am and after 4pm to avoid the heat of the day

VEHICLE AND BOAT WASHING - Road vehicles, boats and trailers may be washed at any time of day with a bucket, hose with a trigger nozzle or a high pressure cleaner

HARD SURFACES - No hosing of paths, driveways, concrete or other paved surfaces, except when necessary for reasons of safety, health, emergency, construction activity or surface discolouration

PEOPLE AND ANIMALS - Allowed at any time for the purpose of cooling people or animals

PRIVATE POOLS - Topping up of pools using a hose from the water supply is permitted

BUILDING STRUCTURES - Washing with a hose fitted with a trigger nozzle or high pressure cleaning equipment is required
