Member for Perth John Carey said several West Australian universities were competing to find a location in the city centre.
"Perth, as a city, is the only one in Australia that doesn't have a major undergraduate campus," he said on Sunday.
Mr Carey said "everything is on the table" when finding a location for a campus and suggested the Royal Perth Hospital's unused heritage buildings could be a "perfect site".
Murdoch University, the University of Western Australia and the Edith Cowan University are all exploring the possibility of a campus in the city.
It's hoped a CBD campus would bring more young people into the city, stimulating local businesses.
"Locating a campus within the east-end of the city is actually seen as critical -- it desperately needs more people to drive more vibrancy at day and night," Mr Carey said.
