The home side's Orel Mangala scored before a single visiting player had touched the ball in Friday's evening's Bundesliga clash, hammering home from Sasa Kalajdzic's pass after just 24 seconds.
The visitors got a lifeline in the 23rd minute when they were awarded a penalty, and Andersson dusted himself off to equalise from the spot.
The result earned Cologne a second successive point after starting the Bundesliga campaign with three straight defeats.
Stuttgart climbed to fourth ahead of the rest of the fifth round of matches.
