Mr Doyle did media interviews on Monday in which he broke down while apologising for his conduct, but declined to address the specific findings made against him.

Former councillor Cathy Oke said she has suffered significant trauma since making the allegations in 2018, and feels there was nothing in Mr Doyle's apology that was addressed to her.

"I believe he is sorry, I mean obviously he's upset," she told ABC radio.

"I just don't know what he's apologising for or what he is sorry for."

An independent investigation commissioned by the Melbourne City Council found the former mayor put his hand on Dr Oke's thigh several times in 2014, and attempted to kiss her in his office following a meeting in late 2016 or early 2017.

It also found that Mr Doyle assaulted another councillor, Tessa Sullivan, grabbing her breast while the pair were in a chauffer-driven mayoral car in 2017.

All of the incidents occurred after Mr Doyle consumed "substantial amounts of red wine".

A separate Department of Health investigation found Mr Doyle also behaved in a "completely inappropriate" way towards a third woman, Kharla Williams, at a 2016 awards ceremony when he was the chairman of Melbourne Health.

Mr Doyle vigorously denied the allegations and resigned in February 2018.

He did not take part any of three inquiries into his conduct, citing mental health reasons.

All three independent investigations found that Mr Doyle's behaviour constituted sexual harassment and sexual misconduct.

During his apologies in the media, he blamed arrogance, self-importance and alcohol, and said there was a "darkness" in his soul.

"I apologise, unreservedly, without qualification. I am sorry," he said in a 3AW interview.

But his mea culpa did not mention sexual misconduct or the names of any of the women he harassed.

Dr Oke discovered on Mother's Day that Mr Doyle would speak publicly, but she did not know what he would say.

"The reason why it triggered me again so much was because it was completely out of my control again," she said.

"Part of the distress was not having any idea what it was, or what was going to be said."

When asked whether she forgave the former mayor she hesitated, and said she was willing to consider it.

"I don't know if I'm there yet," she said.

She also said Mr Doyle had not attempted to contact her in the three years since she made allegations against him.

The incidents ultimately led to a new code of conduct for councillors.
